I think the issue here is that no matter how many shrines you have, you're capped at three banshees, rather than getting three banshees per shrine like you should do.
Make a separate ticket for each issue, please.
Hi Yeuo. This looks like you have two separate issues: One where Cultists won't go and channel a ritual you've started, and a second where you can't cast Heal on enemy territory.
Could you please create a second ticket for the Heal issue, since they're not related? Thanks.

I noticed the same issue happens in the graveyard. Is that fixed too?
This has happened to me on a few occasions as well. The empire creatures appear to be physically inside the prison, unable to leave or attack my minions, but not "imprisoned" (so I can't pick them up, Blood Money them, and so on). In order to resolve it, I generally have to sell prison tiles in order to place them outside the bars, at which point they start behaving like a proper Empire unit again.
I'll see if I can come up with a reliable repro case.
It's not just in possession mode, though. The ability never seems to work!

It turns out that saving and reloading a game fixes the problem with the crypt! Could you take another shot at it with the following steps, please:
This seems to be related to an issue with the "lids" of the Empire crypt props. On a freshly-built crypt, the props don't appear to have lids. After saving and reloading the game, the lids appear, and they animate when a ghoul is raised. When the crypt is sold, the lids remain.
