Alright I got now a confirmation.
Please give us a prioritized list of all things missing to make a proper Japanese translation and then we look to get these bits in for Patch 1.6.
So it might take a bit longer this time to get it done, but we will try to do what we can.

I am testing this right now with the exact settings you mentioned but it works just fine for me.
When a mutator is changed by the host a copy of the settings is send to the client and it is applied when the game starts.
Maybe anything was blocking the settings send to client, eg. any network filter or firewall?
All I can see is if the data is transmitted correctly the mutator is applied on clients without issues.

This would not make too much sense, because then all mutator options did arrive correctly on client side and then they should apply no matter what.
So unfortunately I have no idea what did happen to you, since I can not reproduce an issue after multiple attempts.

It seems to work flawlessly.
What we would need are steps to reproduce the problem.

Or do you have any other idea how this could have happened?

Does the problem always occur or did it just once?
Does it occur when you switch the roles of host and client or when you play with a different person?

The real issue was exactly about these both characters and all their variants.
While they indeed have a gold need and are supposed to get paid, they used a special behaviour which did not include need satisfaction.
So they were never able to satisfy the gold need because they did not know how to grab their wage.
This will be fixed with next patch.

Hey I asked in the team what we can do and they do not know yet either before it is known how many changes are needed in total.
So maybe it's worth to find all pieces missing to support a proper Japanese translation and prioritize them in a list.
Since you might know what is missing better than we do.
Would you mind to create such a list with missing things ordered by priority/importance and we take a look what we can do from the entire list?
So far we know it is:
- Empire
- Player Names in official maps
- AI Player Names
- (Worker) Theme Names

But there might be more and it would be good to have a full list.

Arrf, this might be an issue now, since we never planned to support languages which have different letters for the same name in early development.
I am unsure if we can fix something like this that late in development as there was no translation key ever defined and thus these names are already serialized into save games and custom maps, so they are all over the place and not replacable by a key anymore.
Thus I am thinking it might not be feasible to add translation keys for those.
We need to discuss this in the team, but could well be that there is no feasible solution possible at this point.
