I know this issue myselfe, btu I only discovered it in Multiplayer so far.

That can have multiple reason, but first of I would say it works fine.

First of, you have to claim the Shrine and kill the Stonje Knights.

Secondly, your Cultists have some needs, fullfill them (Tavern, Hunger, Sleep)

Thirdly, You can use Obey to force your Cultist to work there.
