Units waste their time working in archive when active research multiplier is 0.
That might not get fixed, because are are free to break the game with mutators, that's why there's a warning message there.
As Biervampir says this is unlikely to be fixed. Ultimately Mutators can break the game in any number of ways because they change the game from intended behaviour. We can't possibly account for all variations and there are much more pressing matters at hand unfortunately.
I will put it in review so I can discuss with the rest of the team on Monday but I would expect this to end up declined as not fixable.
Can confirm we're not going to be addressing this. The solution would be complicated and likely to cause unintended consequences. As with all Mutators it is likely that they can cause unusual behavior in games and this one is behaving within our expectations.
